Project Description (What will be delivered)
The Toodyay Village Activation Hub will transform underutilised space into a commercially viable, flexible village-style hub supporting local small businesses, makers, food operators, and the visitor economy.
The project includes:
Two (2) small permanent commercial tenancies
Ten to fifteen (10–15) flexible market stalls for rotating operators
Shared infrastructure including power, lighting, weather protection, and services
High-quality signage and place identity elements
Programmed activations including markets, food nights, and themed events
The hub will operate year-round, providing low-barrier entry points for small businesses, increasing local spend, and strengthening Toodyay’s role as a destination within the Wheatbelt.

The project will create jobs through three distinct streams:
1. Direct Employment (FLHG Payroll) The management and operation of a multi-tenant retail precinct require a dedicated team. This project will create 3–4 new direct positions:
• Precinct Manager (1 FTE):Responsible for vendor relations, stall bookings, event programming, and daily operations.
• Maintenance & Grounds Lead (0.5 FTE): Ensuring the high-standard "Village" aesthetic and facility upkeep.
• Retail/Visitor Service Assistants (2.5 FTE): Staffing the anchor retail units and providing concierge services to precinct visitors.
2. Micro-Enterprise Support (The Incubator Effect) The most significant job creation occurs through the 15 flexible market stalls. This project effectively creates the infrastructure for 15+ independent business owners to establish sustainable livelihoods.
• By lowering the barrier to entry (low overheads, flexible terms), we enable "homebased" entrepreneurs to transition into full-time commercial operators. • Based on typical small-scale retail staffing, we anticipate these 15 stalls will support a further 5–10 casual roles as those individual businesses grow.
3. Indirect Employment & Local Supply Chain The project ensures sustainability for the local Toodyay workforce beyond the initial construction phase:
• Construction Phase: As evidenced by our quote from CJF Carpentry, we are utilizing local trades, supporting existing regional construction jobs.
• Ongoing Supply Chain: The anchor shops and 15 stalls will prioritize "Wheatbelt produced" stock. This creates a "downstream" effect, supporting jobs for local farmers, bakers, and artisans who supply the hub.
4. Long-Term Sustainability These jobs are sustainable because they are not dependent on ongoing government subsidies. The positions are funded by the commercial rent and retail turnover generated by the Hub.
By integrating the Hub with our existing accommodation and shuttle bus network, we ensure a steady flow of "customer traffic," which secures the long-term viability of every role created.
